Alternative answer: Britain first bombed Germany in May 1940 (a few days after France had done so). Britain had bombed German ports (purely military targets) in September 1939. Germany didn't bomb Britain until August 1940 (against airfields as noted above) and switched to bombing cities on September 4. The first official raid was 7 Sep.
Germany was bombed quite extensively, the Dresden raid in particular being still a subject of controversy even today. (Presuming you're referring to WWII).
The French were the first, 9/10 May 1940, followed by the British, 12 May the same year. American bombing started in 1942. The Russians didn't have much in the way of a strategic bombing doctrine, apart from one badly-managed attack on Berlin most of their Pe-8 strategic bombers were used to bomb German-held Russian territory.

the Germans flew over England to bomb factories, docks, cities, airfields and radar stations to weakened England in preparation for operation sealion, the invasion of England which in the end was aborted as the Germans couldn't gain air superiority over Britain due to the RAF being stronger than the Germans had first thought. so basically German planes flew over Britain to bomb it.
