Yes, he disliked blacks. Nazi ideology considered most Africans and people of African ancestry to be inferior to Germans, and thus not worth having around. Although he disliked Africans, he generally didn't have them persecuted to the same high degree as other groups like Jews and Slavs. They were generally not sent to concentration camps, nor brutalized by security agencies like Jews and Slavs were.
