Since Jack the Ripper's identity has never been formally confirmed, and no person was convicted for the murders, it is impossible to say how far he roamed or travelled.
The one thing that modern law enforcement understand about serial murder is that they are in their cars and on the move almost constanstly. Ann Rule states in her book about serial killer Ted Bundy that he spent hours upon hours in his "bug" trolling for victims. From what is known about these kinds of murderers if would be a safe assumption that JTR was also on the move alot.

There is no evidence to suggest the Whitechapel Murderer ever came to America.
One suspect, James Tumblety, was an American but does not match any of the eyewitness descriptions of any of the men seen with any of the victims. He has been discounted as a suspect by serious students of the case.
A second suspect, James Kelley, has also been put forth as the killer but he was in America at the time of the Francis Cole slaying in 1891. Further, Kelley was an upholsterer and did not possess even the small amount of medical knowledge that the killer clearly demonstrated he had. Additionally, Kelley was a known paranoid schizophrenic and many of his rants have been discounted as they lack corroboration and are largely the ravings of a delusional paranoid.
No but Because he was never found and they never knew who he was he could have crossed the American border and escaped . But no he did not kill in America
Jack the Ripper did not get to America. He continued to kill long after the death of Mary Kelly in November of 1888. He was in London all along.
