The synoptic gospels (Matthew, Mark, and Luke) don't specifically mention him asking for something to drink, but do report that he was given something to drink (specifically, vinegar; apparently this was a reasonably common practice for those being crucified). Matthew and Mark have this in response to his exclamation of "My God, why have you forsaken me?", while in Luke it doesn't seem to come as a response to anything in particular, but was just something the soldiers did.
In John he's recorded as saying "I thirst" or "I am thirsty" (depending on the translation), after which he was offered, again, vinegar.
It is usually implied to be before.
Death by dehydration is what happens when humans do not drink water. If a human does not eat or drink, they will generally die from dehydration before starvation.
