Jesus didn't say that because he wasn't a christian. Christians only existed after Jesus died. A christian is a follower of Christ. If Jesus was a christian that would mean he was a follower of himself.

Jesus wants every Christian to spread His Word, but we should respect the laws and the regulations of the country. Jesus His Holy Spirit because whoever will receive the Holy Spirit receives Jesus. Then you can have the power of GOD: you can preach, you can speak freely about Jesus, and you won't be afraid of death. And as a promise, Jesus told us that we should not be afraid of what we will say if we are arrested by the people refusing the Word of GOD because He will send us what we should say.
