pelton turbines are suited to high head,low flow application but kaplan turbine are used for low head and a large amount of discharge needed. kaplan turbines are expensive to design,manufacture and install as compared to pelton turbine but operate for decades.

Well, no. A turbine does not MAKE energy. It changes one form of energy to another. A Pelton turbine in a hydroelectric plant changes the weight and force of falling water to rotary mechanical energy, which is used to turn a generator. That changes mechanical energy to electrical energy. But none of that MAKES energy.
They say that a man named Lester Pelton first used water to generate electricity, but the first hydroelectric plant didn't come into play until 1882, and it could only light 250 light bulbs.
Pelton wheel could be used to lift water from a lower source (lake or something) to pour into a high place. Another use, it could be used to dig into the earth, the wheel have the shape of a milling cutter, it can open channels in the ground or something.
