Before this act was passed, (1962 and earlier in the year 1963) ,there were 2 major typhoons. Typhoon Karen and Olive. These knocked down 90% of Guams buildings which were mainly made out of tin and some were made of wood from the ifit tree. After this happened, the U.S congress passed this act saying that houses built from then on would be built from concrete. This act changed the way houses and buildings were made on Guam and now they can withstand things ranging from typhoons to earthquakes.
