Even in his biography he doesn't state for certain. He does say it was discussed and that he should say something historic, but never reveals if the actual phrase to be used was openly discussed. Apparently Neil at the very least had a lot of input. Consensus is he either created it entirely or had a lot of input. People close to him say he gave the matter much thought.
There is a bit of controversy on what the actual words were. Armstrong said that he spoke the words "One small step for a man ... " and the "a" was not heard on the radio transmission. Some analysis shows that there was some other indistinguishable word before man. Armstrong says his quote should read " a man".

The first person to make a lunar landing on the moon was Neil Armstrong, an American astronaut and the commander of the Apollo 11 mission. Armstrong set foot on the lunar surface on July 20, 1969, with his famous words, "That's one small step for man, one giant leap for mankind."
Neil Armstrong was a Caucasian man with fair skin, light brown hair, and blue eyes. He was known for his tall stature and lean build. Armstrong had a distinct, calm demeanor and often sported his signature crew cut hairstyle.
Neil Armstrong is considered brave and adventurous because he was the first person to walk on the moon, taking a bold step into the unknown. He showed courage in facing the risks and challenges of space exploration, inspiring others to push the boundaries of human achievement.
"Roger, Tranquillity, we copy you on the ground. You got a bunch of guys about to turn blue. We're breathing again. Thanks a lot." In order for that to make more sense, consider that the full quote from Armstrong was "Houston, Tranquility Base here. The Eagle has landed."

Armstrong composed the phrase in his head approximately 2 hours before setting foot on the lunar surface between the landing and going through emergency liftoff procedures. It's worth noting that Armstrong's quote has been misunderstood because of static. He said "One small step for a man, one giant leap for mankind"
Got a stonk an spaffed on a rocket
If Neil Armstrong was born in 1930, then I would estimate that his dad was probably born around 1900.... just an educated guess cuz if his dad was born 1900, then that would make him around 30 years old when Neil was born... Hope this helps!
