Yes and no. It depends on what time you are asking about. The grounds of the White House are quite large and contain a number of buildings; sometimes the president does walk from one place to another, but at other times, if he is in a hurry or at a distant location, he is driven by his official car and driver to where he needs to go. At the inauguration, however, it is true that he walked, since he was already at the White House (he and his family live there) and not coming from a long distance.
