He openly released his undergraduate transcript from Yale. I do not know
about his graduate work.
No, he didn't. They were leaked by the press but he never authorized their release.
No, George W Bush never authorized the release of his college transcripts from either Yale (undergraduate) or Harvard Business School M(MBA), which are kept private under the federal FERPA law. However, the New Yorker did manage to acquire a "purloined" copy of what they claimed was Bush's Yale transcripts, and published them in 1999. The Harvard transcripts remain unavailable.

Actually, it is a myth that other presidents have their college transcripts "all over the internet." A college transcript is a personal document, and many people regard it as private, even if they had good grades. Sometimes, reporters can find out what a president's average grades were in college (George W. Bush was a C student at Yale, for example; but so was his 2004 opponent, John Kerry); but neither Bush nor Kerry has posted their entire transcript on the internet. Opponents of President Obama like to claim that he doesn't post his transcript because he has something to hide, but the truth is he is under no obligation to post his transcripts, nor is any other living president. (Once a president has died, sometimes documents are made available to the public that were not available when he was alive.)

Many presidents have chosen not to release their college transcripts; it does not necessarily mean they are hiding anything. For some, they simply believe the information should remain private. For others, they were not very good students. In President Obama's case, we only know his graduate school grades: he did very well at Harvard Law School, receiving academic honors and graduating in the top 10% of his class.
