Claudius Ptolemy did not present any theories that could be tested in a scientific sense. What he did was to develop a series of tables that would allow one to calculate the position of a planet at any time. The tables were complicated and not 100% accurate, but they worked (more or less), such that they were accepted by all Western and Arabic astronomers for about fifteen centuries.
The only scientific instruments Ptolemy used were devices that could measure the angular distance between two objects. He used tables of these measurements, that began with the Babylonians about 775 BCE, to develop his system. Whether he did any measurements himself is impossible to determine.
