I am not sure at this point that there is much he can do. When President Bush ordered the invasion of Iraq in 2003, the American people were told it would be quick and easy and that democracy would flourish. Sadly, those views, while undoubtedly sincere, were overly optimistic. Saddam Hussein was indeed deposed, but Iraq devolved into a bloody civil war that killed many innocent civilians as well as many American troops. That civil war still continues even now, as Shia Muslims and Sunni Muslims fight on. President Obama had always opposed the Iraq War and promised to reduce the number of troops and bring most of them home, which he did in 2011. At this point, it can still be debated whether the US should have invaded Iraq (contrary to myth, Saddam Hussein had nothing to do with the September 11, 2001 attack on the US), but the Iraqis themselves are now responsible for their country and it is up to their leadership to find a way for Sunni and Shia to work together and create a stable country.
