Yes. Only a couple of his plays have original plots. In some cases we have other plays from about the same time that are very similar: The Taming of A Shrew and King Leir are not by Shakespeare but they are a lot like The Taming of the Shrew and King Lear.

But that does not mean that Shakespeare made cheap knock-offs. He took what other people had done and improved it a thousandfold. With our modern obsession with originality we sometimes forget the value of creativity of this kind.
