The Federalist majority in Congress passed 4 laws in 1798 to make the U.S. more secure from alien (foreign) spies & domestic traitors. These Alien and Sedition acts were also intended to weaken Jefferson's Democratic-Republican Party, so of course they would oppose them. Jefferson was viewed as far too French & a French invasion was feared by the Federalists.
