Not really, as thousands of our guys were left behind, tortured, dragged through the streets, and brutally killled.
North or South?
The US prefers to use the term(s), "the US didn't win the war." The actual army on the ground that surrendered to the North was the South Vietnamese Army (South Viet Forces).
Are you talking about a North Vietnamese or South Vietnamese EMBASSY? There would have been no such thing as a Vietnamese Embassy during the Vietnam War. There was no country called Vietnam during the Vietnam War.
We never won. The North Vietnamese Army won.

If the term "locals" is referring to the South Vietnamese population, the US basically "won" their support. The North Vietnamese were just more determined foe than their South Vietnamese counterparts during the war. If the term "locals" is referring to the US population, US citizens were not happy about being inducted into the military to fight a war several thousand miles away, to stop communism; when as President Lyndon Johnson stated on nation wide television, "...I'm not going to send American Boys off to fight a war that Asian Boys ought to be fighting..."
The US sought to win over the South Vietnamese by providing military assistance, economic aid, and support for the South Vietnamese government. This included sending troops to help train and advise the South Vietnamese military, providing financial aid for infrastructure development and social programs, and promoting the idea of democracy and freedom. Additionally, the US aimed to win hearts and minds through various propaganda campaigns and civic action programs aimed at improving the lives of the South Vietnamese people.
The north wanted the US out, the south wanted the US to stay.
