Yes. It has become so hot that the earth-like oceans that the young Venus is believed to have possessed have totally evaporated, leaving a dusty dry desertscape with many slab-like rocks. The best hypothesis is that the evaporated water vapor has dissociated, and with the lack of a planetary magnetic field, the hydrogen has been swept into interplanetary space by the solar wind.

There used to be a theory that the whole of Venus was covered in ocean, but alas not. It's too hot currently - Venus has global warming on a major scale. There is a theory that all planets had water early in the formation of the solar system, although whether Venus was ever cool enough to have liquid oceans is a matter for speculation.

Venus did have water on it at one time, they have found. But Venus's proximity to the sun - coupled with it's concurrent outpouring of CO2 that rapidly turned it into a runaway greenhouse effect situation - argue most strongly against even microbial life ever having evolved there. Mars is a much better candidate in that regard.

Venus used to have oceans and possibly life - but something happened. The temperature increased and the oceans evaporated. Now, Venus is a desert that is inhospitable for life.
