No, most tailors made clothing for men. Women had a seamstress to make clothing. In the 1700's there was no mass production of anything, so if a person wanted something they went to the person who did it. If they wanted a pair of shoes they went to a cobbler to measure them and make the shoes. A man wanted a suit he went to a tailor or if a woman wanted a dress she went to a seamstress. The haberdasher made the hats for them. Each product was made individually for the person ordering it.
