Yes. You learn this in the 5th or 7th grade. The people who were protesting were throwing rocks and snowballs at the soldiers, protesting against the tax. The soldiers were supposed to shoot over their heads', but they didn't hear the general's command. So basically, yes, if they didn't throw stuff, they wouldn't be dead.

During the scene, it was not actually snowing, but there was snow from previous nights where there was snow. The snow was used to throw at the soldiers.
