In some ways, Yes. This is so that reunification of China can more easily take place and finally end the Chinese Civil War. It serves their interest as democratic state. They are also kinda blinded by democracy and their perception that democracy is the best system out there and that if you ain't democratic, then your goverment must be tyrannical. They also don't want to be under CPC rule (Mainly due to History and their perception of Communism as a whole).
