No. White men who owned land over the age of 21 could vote. Women black or white couldn't vote until 1920. Slaves had no rights since they were considered property and not citizens. After the civil war the 13,14, 15 amendments gave former slaves rights, but Jim Crow laws prevented them expressing these rights.
