There is no president and no prime minister in French Guiana. French Guiana is a full part of France (despite being overseas, it is not a colony), so the president and Prime Minister are the ones in charge in mainland France.

As in any French region, a local council is elected but has no power over laws (neither civil, nor economical, nor penal law). Its purpose is to run schools and local matters like mending roads .

There is no governor either, but only a high ranking civil servant called "préfet" (prefect) who represents the government as in every other French département.
