I believe it is part of the Legend of Zelda main theme, very surprisingly. If you YouTube 'Legend of Zelda main theme,' and listen all the way through, you'll hear that part of the music.
basically the Mario theme song...nothin' fancy or special. if you want an exact name, check out "Mario theme" or something like that on youtube, and it might give the exact name it came out with...

The original theme song was written by Koji Kondo, who has also composed many other music pieces in the Zelda series. The theme song in question, most likely the overworld theme, has been remixed in many Zelda games and has become the signature tune of the series.
Although there have been a myriad of composers responsible for music throughout The Legend of Zelda franchise, Koji Kondo composed the main theme for the series and was also the chief composer for a number of its earlier games.
if you want to hear the whole story then YESSSS! but phantom hourglass kinda has it's own theme but if you play wind waker then you will no whats going on so sure.
