That said, presidents can (and do) advocate for certain laws, and try to encourage congress to pass them. There are many laws that President Obama would like to see congress pass, but he has not said anything about laws concerning freedom of speech. But you may be referring to the re-authorization of a law that allows the Secret Service to arrest protesters if they come too close to a restricted zone. That is a controversial law that was signed under President Bush, and many civil libertarians disagree with what a "restricted zone" is. In any event, President Obama did re-authorize that law.
Yes and No, he made it illegal to protest people and area's protected by secret service. which are the very area's and very people in which need the protesting the most. When all you leave us with is a free speech zone, you might have well made it 100% illegal.
