Yes, he did, but very reluctantly and with a heavy heart- he did not want to have to execute the King, merely get him accept that Parliament should have ultimate authority in Government and to abandon the idea of 'the Divine Right of Kings'. But Charles 1st would not hear of it, and continued to escape from house arrest to lead his troops in the Civil War.
