Yes and no. Peasants couldn't be knighted because they had no lineage to any dukes, earls, barons, lords, or monarchs. If you were somehow related to someone who would eventually govern an area of land, you could become a knight. Boys went through several stages in order to become knights. First, they would enlist as a page at age seven if they wished to become a knight. This was basically the "cabin boy" class if knighthood was a pirate ship. They would receive basic physical and mental training at this stage as well. At age 12 or 13, the boys would become a squire, a personal assistant to a knight, and start to train specifically in combat and strategy. Finally, at age 21 or later, if he had proved he was ready, the squire could be knighted.
