William Farquhar
no he is not Sir Thomas Stamford Raffles is the founder. William farquhar is the 1st resident of Singapore.He was in charge of everything in Singapore when stamford raffles left Singapore.
William Farquhar was dismissed by Stamford Raffles due to disagreements over governance policies in early Singapore. Farquhar's lenient and profit-oriented approach clashed with Raffles' vision of stricter control over trade and development in the region. Raffles believed that Farquhar’s policies were hindering the long-term strategic interests of the British administration.
when Raffles came back to Singapore, he found out that Farquhar had done a bad job of raising the city. Farquhar had introduced opium selling in order to get money for raising Singapore. Raffles then separated the different races with a town plan. He also stopped opium selling.

Raffles did contribute to the raising of Singapore but I think William Farquhar also deserves some of the credit. He was the person who really developed Singapore while Raffles was away. Although he did not use Raffles plan, he was quite successful.

Raffles is visionary
There were several problems that contributed to the difficulty of establishing European settlements in Singapore. First of all, the effort was under-funded. The arrangement for rule split power between Sr. Thomas Raffles, and Major William Farquhar, who didn't share the same leadership styles. For example, when Raffles had to depart for a period of time, leaving Farquhar in control, he returned to find that licenses had been given out to set up gambling operations, and sell opium. Rafferty was opposed to both. Fortunately, he was able to work a deal to get Farquhar sent away.

With his long Malayan experience, and an intimate knowledge of Riau-Lingga politics, Major Farquhar was given the task to help Sir Stamford Raffles found a settlement on Singapore island. He helped negotiate the provisional agreement of 30 January 1819 with the local chieftain Temmengong Abdul Rahman of Johore; and the more formal Singapore Treaty of 16 February 1819, which Raffles signed with the Temmengong and His Highness the Sultan Hussein Mohammed Shah, confirming the right for the British to set up a trading post.
