Therefore, there was a need to bring water from the mountains to meet the increasing demand. Moreover, when this happened Rome was still a republic. Rule by emperors begun 288 years after this. Therefore, building aqueducts was not necessarily related to emperors. Bread and circuses was not a rule. It was the opinion the Roman elite had about the poor. They thought that feeding and entertaining the poor was needed to prevent riots. Despite this, there were still times when riots did occur.
