As far as is known no human cloning has taken place. Yet.
No. There is no need for scientists to clone the Tasmanian Forester kangaroo, as its population is healthy enough. Scientists have only tried to clone the Thylacine (Tasmanian tiger) in attempts which have, to date, been unsuccessful.
It is very possible that scientists will be able to clone people some day. The laws will stipulate how the cloning can be done.

No humans have been cloned yet. Should a human ever be cloned, then presumably, the clone would be identical (genetically) to the original from which it is copied; thus, it would be a human.
Yes and no. There are many different kinds of scientists, and not all of them are engaged in cloning. As for the scientists who do the kind of research where cloning occurs, they generally work with genes and cells. The purpose of making a copy (a clone) of a gene or a cell is to develop procedures that can lead to cures for various diseases. It should be noted that movies and TV shows about human cloning are fictional. Scientists are not engaged in cloning human beings, but rather, in learning more about diseases that have a genetic origin, creating stem cells that could cure those diseases, etc.
Considering the fact that MJ is dead he can no long do anything let alone clone himself. Despite that, human cloning has not been accomplished and may even be illegal.
In Australia, it is illegal to clone a human being. It is also illegal to clone a human being in the United States.
