It was not slavery in the usual sense. It had to do with the Tea Act, and legally imported tea versus smuggled tea. It was allowing for the creation of monopolies, and was pushing smaller dealers out of business. The smaller businesses were having their products seized. Due to certain chains of events, Benjamin Rush made the statement that the seized tea contained "the seeds of slavery."
