When they were alive they were the dominant group, as it were. They didn't rule in the aspect that they considered it theirs, as far as we know. But they were the dominant group for a long time before they got wiped out, leaving the way free for the mammals to grow and adapt.
At some point, there was a common ancestor that diverged into the line the became dinosaurs and the one that became humans, so yes, we are related to dinosaurs (and everything else that's alive on this planet).
