Yes, in a way. They could shoot flaming missiles over walls with their various sized catapults to set fire to the roofs of cities that they were attacking. They also used them at sea where they were very effective in setting fire to the enemies ships. The Romans did not actually invent these "fire arrows", but they improved their aim and effectiveness.
