World War 2. After Japan surrendered, North Korea was liberated by the USSR, and South Korea by the US. A few years later the Korean War was fought, and the previous division at the 38th Parallel was reaffirmed.

After World War II and the Japanese defeat, the Japanese occupation left Korea. USA and the USSR split up Korea to be managed by the two super powers, the USSR in the north and USA in the south, to be later unified in a single election. However, as relations between the two grew worse with the progression of the Cold War, the 38th parallel division became more and more permanent. Eventually, Communist and Moscow-trained Kim Il-Sung became leader for the Democratic's People of Republic of Korea and the USSR troops departed.
The US controlled the southern part of Korea while the norther part was controlled by the Soviet Union. The country split on the 38th parallel and the north is communist the south is non communist.

The 38th Parallel on the globe, same as today. That border was established by the Allies at the end of World War 2 in 1945, and it remained the border at the end of the Korean War in 1953. In World War 2 it was decided that North Korea would be liberated by the USSR, and South Korea would be liberated by the US.
North Korea will be strong and insistent while South Korea will be near to defeat until the rest of world hurries to help it.
