Operation Restore Hope was partially successful, in that some of the starving & needy received food and medical supplies. The effort was un-successful when insurgents attacked the US/UN forces, and for the Americans, about 42 US servicemembers were killed, along with at least one helicopter destroyed (see film: Blackhawk Down). President Clinton terminated the operation during the first month or two of 1993.

This is an opinion type question, however the answer is obvious: The UN has done very poorly in the past at placing effective peacekeeping forces in various places around the world. The UN is a civilian organization dedicated to non-violent diplomacy. The UN is totally dependent on one or more nations with sizable military capability to participate in armed peacekeeping. The UN often undermines military participation by having inexperienced, incompetent and/or corrupt leaders direct the military operations. UN military units are often placed in grave danger by absurd rules of engagement. It works best when the UN rallies nations to a cause, then allows that nation to direct, organize, supply & coordinate military operations w/o UN interference so long as overall UN goals are being met.
