Really no "mental illness" is mentioned anywhere in Biblical canon, and while that canon was not finally established until 1546 at the Council of Trent, the last books of The Bible were written in 125 AD, 775 years before 900. So, no there is no reference to a mental illness plague in scripture.

The Bible is the "inspired" Word of God, recorded for the instruction of God's Faithful "called-out-ones." The Bible speaks of a "spirit realm" that maintains an oppressive influence on mankind, which is naturally undetectable to mankind's five physical senses.
"Mental illness" and other terms regarding the invisible spiritual maladies of man are the language of modern science and the medical profession that places no Faith or trust in God's Word. It therefore remains ignorant and incapable of recognizing the existence of "unclean spirits" or "demons" that are mentioned in the Bible; the influences of which mankind is subject in a variety of ways of becoming incapacitated by them... both physically and "mentally."
In other words... the symptoms of what men, today, term "mental illness" truly existed from the beginning when "that old Serpent" [Rev.12:9] influenced the first two people created [and all the succeeding generations of man]. "Mental illness" has always been in the world... and in certain biblical language is recognized. But not in the language of modern faithless men.
It's recognized through the so-called "miracles" of Jesus Christ, when, instead of prescribing mind-controlling "medication" or therapy of some kind or other -- Jesus would simply "cast out the unclean spirit" that possessed the individual.
And instead of merely treating the symptoms of "unclean spirits" in a person, as modern drugs try to do by some affectation of brain function or other... Jesus would "cure" the patient by removing the cause.
God is well aware of man's paranoia, schizophrenia and all of his other many varieties of "mental disorder" and illnesses. They all stem from man's bondage to his faithless flesh and blood nature and the spirit realm that holds sway over him.
Jesus Christ demonstrated His Power over that realm by casting out some of the causes of man's maladies without the use of medication, doctors or HMO's. These demonstrations are the source of Hope for those who place their Faith in God's Word. These Faithful ones of God recognize from their Understanding of God's Word, the true source of mental disorders, paranoia, schizophrenia, and all the other "spiritual" defects from which mankind suffers.
The Bible just doesn't use those modern terms. The Bible just calls it "sin."
