In the USA the treasury budget included World War 2 and the US borrowed from the American public by selling war bonds to them. The Americans were paid back years later when they redeemed their bonds. Each year of the war the treasury budget was increased to pay for the war and more war bonds were sold, to the tune of something like 180 Billion dollars.

In the UK they were strapped because they had never recovered from the depression. They were able to get funding from the USA and finally finished paying the US back in the 1990s.
