Native Americans were not seen as part of the population of the U.S. . They have always been treated as separate countries ( still are today) and treaties were made with each group, tribe, nation. This is the reason today the laws on Native lands are not state laws, but federal and why casinos have been allowed in states where gambling is illegal.
