No because the blacks were still not really "free"
The prelim. proclamation was a threat to the Confederate states to end slavery in their territory if they did not stop fighting after 100 days. The final proclamation was given after the 100 days were up and ended slavery ONLY in states that were in rebellion with the Union.
They did not want to give up there slaves.( I don't know much, but I'm an 8th grader, so..)
Nothing the ones up north were free, the ones down south were technically unaffected, the law had no impact on the Confederates which was technically a different nation.
The Emancipation Proclamation freed all the slaves in Confederate states. It was signed by Abraham Lincoln in 1863. As Lincoln had no authority in the rebelling Southern states, the document allowed military commanders to free slaves in lands they captured. Sometimes these slaves joined the Union army.
the important American documents that were created are, the declaration of independence, the constitution, the emancipation proclamation. all you have to do is really google the subject, or wake up and start paying attention in social studies class.

No, they had no motive to do so. The Proclamation gave each state three months to give up slavery and join the Union. But none of them did. It was the Union troops who liberated the slaves.
At first when Lincoln announced the Emancipation proclamation he said that only the slaves of the Rebel states were to be set free. (this was a war tactic. The border states still had slaves and they were crucial for the defeat of the North.). Up until this point the main goal of the war was to preserve the union. Many people, especially the New York Irish that didn't need more people to compete with for jobs, had riots and demonstrated there disapproval of the Emancipation Proclamation all Irish. I have nothing against Irish it's just that there was an abundance of hard working Irish immigrants at this time.) The abolitionists, however, approved of the Emancipation Proclamation.
Britain and France had to give up their plans to support the Confederates - it would have made them look pro-slavery themselves.

By the time it was issued, most notherners had lost the will to fight. If it had not been issued, the north would have just pretty much given up. The proclamation gave a reason to fight.
