While my personal suspicion is probably not, there really is no historical evidence to say with any certainty that the everyday Roman citizen liked or disliked members of Judah.(Jews) There is evidence however that the Roman government was not overly fond of the Jews and that sentiment seems to have been a two way street as evidence also suggests the Jews weren't overly fond of the Roman government.

yes the decline of rome was on some part of the people. The citizens gave away their rights. The people did not like Rome because emperors would kill them and steal from them. So the people started to have no love for their country so when barbarians started to attack they thought who cares
