I think you have it wrong. The framers of the constitution wanted a federal government with limited powers. That was one of the reasons came here to get away from in England.
The different political writings that influenced the framers were Blackstone's Commentaries on the Laws of England, Montesquieu's The Spirit of the Laws, Rousseau's Social Contract, and Lock's Two Treaties of Government.
They did this so that a President could not become a monarch like they had in England.
