Some men did believe in Women's Suffrage. But since Women's Suffrage is an amendment, there was no need to vote for the right. Amendments may be proposed either by the Congress with a two-thirds majority vote in both the House of Representatives and the Senate. So the congressmen that men voted for decided to propose the amendment for Women's Suffrage and no one actually voted for it.
