No, it was not. This is an urban legend. In 2006, some conservative websites spread the myth that the song "In God We Trust" was banned due to its mention of God and patriotism. But the story is false. The song was never released as a single, and not every country station plays album tracks. Some stations did play it, others did not. But there was no ban-- stations have a limited playlist, and certain songs just do not get chosen for airplay. I enclose a link to a site that debunked the myth and explained what really happened.

The Kinks' "Lola," the best, most melancholic song about falling in love with a trans-woman ever, was only briefly banned, not because of content that the 1970's audience might have objected to, but because it made a reference to "Coca-Cola." BBC Radio had a strict no product policy, so singer Ray Davies was forced to interrupt the band's American tour to fly back to London and re-record the lyric to say "cherry cola" instead.

Which President are you referring to? The US President has no such power. However, the President of the country in question, may be able to ban anyone from returning to the country that he pleases.
The US lifted their ban on foreign trade with Vietnam on February 3, 1994. President Clinton is the person how lifted the ban.
