Have you ever heard the expression "there are no stupid questions" that does not apply here. if someone were to turn it into a robot that could move and programmed it to, then yes, I suppose it could.

To me the most interesting part is how the internal support is structured. The design was done by Eiffel of the Eiffel Tower fame. There were many challenges involved including allowing the statue to move with the wind and temperature changes.
It's important to the world because it shows a sign of peace between countries, it's also important to immigrants because they think of it as freedom to a country that you can move up in with technology, health care and anything else imaginable.
If a statue moves its not a statue therefore no statues don't move.
