I would say no. Both sides used much the same weapons, and in many cases exactly the same. Although the Union had a technological advantage, it was slight, and not used to full effect by the conservative Union Army. For example, Northern industry had the ability to issue every Union infantryman with a Spencer repeating rifle, but it did not happen. What made the difference was the Union's ability to fight a longer war, produce more weapons, and replace its manpower losses. The Confederacy won most of the battles, but it could not compete with the Union in a protracted war unless the Union will to fight was broken. It was close a few times as the Confederacy inflicted horrible losses, but the Union just kept coming back at them until the Confederacy had almost nothing left to fight with.
