There are many various opinions on this. Technically it should be 1930's but so many writers now use 1930s that it is becoming widely accepted. You can choose which form to use but try to stay consistent.

They actually should do a very good job with toothbrushes, though that's not the standard use. Basically they should inhibit bacterial growth and keep the brushes sterile.

Good question. I would say it's called tooth brush because of the size of the brush. Technically, it really only brushes one tooth at the time, hence a teeth brush would be longer and more cumbersome to use in the mouth.
You should be able to rinse the paint brushes and rollers out with water to use them again. Make sure that you do this immediately after finishing using the brushes. If you do not then the paint will harden on the brushes and you will not be able to use them any more.
