No, this is urban legend. Donald was never actually banned in Finland. In 1977 the city of Helsinki was in financial trouble. They made several budget cuts, one of these being the purchase of Donald Duck comics for the youth centers. The decision was made by Mr. Markku Holopainen. The next year Holopainen ran for a position in the Finnish Parliament. His running adversary labeled him as "the man who banned Donald Duck". The media tabloids took this and ran with it. Thay came up with many different stories, including that he banned Donald due to lack of pants. So, stop makin dat hit up!!!
