MS DOS (Microsoft Disk Operating System) is an operating system where you can type in a command and it will be sent directly to the computer, MS-DOS is also known as a CLI (command line interface). If you want the computer to do something, you will have to type in a command. if the command is not recognised, the function will not be performed.
Windows: Windows is a GUI (graphical user interface) anything you want the computer to do you can see graphically on a monitor and select, edit or delete certain files, on GUI based operating systems you can access the Command prompt which will do the same as a CLI.

Maybe it does execute, but in a temporary MS-DOS window, which is closed when program's terminated. Run your program from a separate MS-DOS window (Start/Run: CMD.EXE)

MS-DOS ended with Windows NT. It used file command.com to interpret all DOS commands. Win 2000, XP, Vista use a DOS Shell which emulates DOS but is not really DOS.
