The non-democratic countries face the initial challenge that is to transform itself to democracy and then establishing democratic form of government. That includesbringing down the non-democratic regime, staying back the military from controlling the government and creating a sovereign and efficient state.
A democracy's citizens have a say in how the country is run, via elections to select politicians of opposing parties. They are also free to express publicly their own opinions even if critical of the government. If you mean the Reupublic of India, it is a democracy. The people vote for the politicians like they do in America and European countries. If you mean Native Americans, it depends on the particular group. Some were democratic.
