Intercostal recession is retraction of the chest wall in between the ribs (intercostal spaces), whereas as subcostal recession is in-drawing of the chest wall below the coastal margin i.e. below the ribs.

Situated between the ribs. = intracostal = On the inner surface of the ribs. Inter as a prefix always mean between two things whereas intra always means within. So intercostal means between two ribs and intracostal (literally) means within the rib itself. Of course within the rib is only bone so as it says above intracostal is extended to mean in the inner surface of one rib.
