-bradycardia is a resting heart rate below 50 beats per minute.

-tachycardia is a resting heart rate above 100 beats per minute

There are good and bad times for these to occur. If you are exercising or working hard your heart rate needs to increase, but if your heart rate goes beyond 160 it is no longer pumping blood effectively and a person can pass out from a lack of blood flow to the brain. Bradycardia occurs in healthy active people when they rest, (Lance Armstrong had a resting heart rate of 38 bpm when he was in top form). As with tachycardia a heart rate to slow does not pump effectively and will cause problems from a lack of blood flow.
