on any vehicle with air bags the system must be disabled before you work on the electrical system. A premature discharge of the airbag would be not only disasterous but expensive. Bags deploy at approx 200 mph. Take care when removing the clock spring that you dont change the clocking. If this happens you wont be able to turn the steering wheel as far in one direction as the other, at least til the ribbon cable breaks inside it.
The ignition key should turn the disable switch.
You can't disable the airbag on the driver side. You could remove the airbag.

unhook neg battery cable then wait 10 mins for disgarge of capaciter then proceed to change ignition

No. It is legal in all 50 states (in America) for you to disable the airbag on your own. No, its not illegal. It is perfectly legal for you to disable your own air bag as well.
It is illegal to disable the driver airbag, and also a very ignorant thing to do. Disable that airbag and have an accident where you are injured, and your insurance company could refuse payment for the injuries you may suffer. Air bags save lives and I will not help you on this one.
